The crossed keys are a symbol in Christian iconography (eh?) of St Peter, whom Jesus gave the keys of the Kingdom of Heaven to. Just why there are many pubs of this name though, is a bit of a mystery to me, although there does seem to be a recurring link between Church and Inns, and not only in York.
